Two Regulatory Agencies On a Collision Course
California air regulators are phasing in the nation's toughest rule to control pollution from construction equipment. They say it will prevent thousands of premature deaths linked to heart attacks and asthma. But as construction companies prepare to retrofit their fleets, they're finding that the filters that clean the air may pose another kind of risk -- to the drivers.

Foreclosures and Large-Scale Loan Refinancing
California has lost more homes to foreclosure this year than any other state in the nation. There were about 57,000 foreclosure filings in October alone, down from an August peak of 100,000. The scale of the crisis has a lot of people talking about large-scale loan refinancing.
